Net metering
Full retail net metering
Florida's investor-owned utilities, such as FPL, Duke Energy Florida and Tampa Electric, must offer net metering for customer-owned renewable systems up to 2 MW under Public Service Commission Rule 25-6.065. Excess generation is credited against the next month's usage, and any unused credits are paid out at the end of each calendar year at the utility's as-available energy rate, which is far below retail. Municipal utilities and cooperatives set their own rules. A 2022 bill to phase down net metering (HB 741) was vetoed.
